Request for Proposal for
Financial Audit
The Board of Directors of The North Capitol Collaborative, Incorporated (NCCI)
is currently seeking proposals from Certified Public Accounting (CPA)
firms/individual to complete at least 12 but not more than 36 months of
financial audits for North Capitol Collaborative, Inc. INTRODUCTION - The
North Capitol Collaborative was established in 1997 to serve local families
with children who are at risk of becoming involved in the child welfare
system. The mission of the NCCI is to protect and care for children,
strengthen families and build thriving communities. This is achieved through
the development of initiatives aimed at increasing the capacity,
participation and knowledge of the community and its service providers in
the prevention of child abuse and neglect, and the philosophy and practice
of strength-based family development through varied engagement strategies to
prevent the removal of any child from his or her family, community and most
importantly stability. BACKGROUND - The focus of the Collaborative is
consistent with both community need and the immediate goals of The Child and
Family Services Agency - prevention and treatment of child abuse/neglect. *
The vision of NCCI is the development of partnerships that concentrate on
family support networks and neighborhood capacity building to prevent the
removal of any child from his or her family and community. This vision is
the result of many years' work on the part of area agencies, organizations
and residents who have long been joined in partnerships focused on community
building activities, and is consistent with the vision of the citywide
Collaborative movement. * It is the philosophy of NCCI that the development
of this mission and vision will lead to healthy families and thriving
communities. * In June of 2000 North Capitol Collaborative was incorporated
becoming North Capitol Collaborative, Inc. and granted status as a 501(c)3
organization in August of 2000. As such, NCCI is required to complete and
file annual reports to funders, taxing agencies and others and to complete
the Internal Revenue Service Form 990. REQUIRED SERVICES - Included in the
services would be an audit of the financial statements of NCCI for the
fiscal years ending September 30, 2006 through 2008 in accordance with
auditing standards generally accepted in the United States of America,
Government Auditing Standards, and the Office of Management and Budget (OMB)
Circular A-133, as revised, and the requirements of the Single Audit Act as
well as tax services to include the completion/amendment (as needed) of IRS
Form 990. Services should also include any additional information or
procedures not specifically stated here that should be included as part of a
financial audit. Additionally, it is expected that compliance over internal
controls will be tested and assessed and that procedures will be performed
to determine compliance with laws, regulations and the provisions of
contracts and/or grant agreements. The firm selected should have significant
experience with and an understanding of the financial and accounting
operations and controls appropriate for organizations similar to NCCI.
Additionally, the firm should be experienced in performing audits of
organizations that are primarily funded by DC Government and the Federal
Government, as well as private grants and contracts, and donations. SCOPE OF
SERVICES - The selected auditor will ensure compliance with internal control
procedures and regulations. 1. Serve as NCCI's Certified Public Accountant
conducting financial audits, tax services and advisor as may be appropriate.
2. Conduct audits under required guidelines and provide written report(s) to
NCCI Finance & Audit Committee, the full NCCI Board and management, as is
appropriate. 3. Review, test and report as is appropriate on the adequacy of
internal controls. 4. Recommend new policies and procedures based upon audit
results, and advise management on needed actions. 5. Communicate final audit
results verbally and in a written report to NCCI Board. 6. Provide tax
services and advice to include preparation/ amendment of IRS Form 990.
ELIGIBLE ORGANIZATIONS AND/OR INDIVIDUALS: Applications are requested from
Certified Public Accounting Firms or an independent individual who is a
Certified Public Accountant with several years of relevant auditing
experience. Contained in the application should be: 1. Brief organizational
history to include relevant experience 2. Scope of Services 3. Proposed
Audit Approach 4. Estimated timeframe from start to completion including the
final report 5. Qualifications of proposed staff 6. Proposed Fees 7.

Description: Case
load of approximately 15 families in the North Capitol Collaborative
servicing area. Provide family support/development for area schools,
community and supportive cases, including but not limited to home visits,
counseling, advocacy, referrals, outreach, etc. This position is supervised
by the Community Social Worker and is directed by the Clinical Director of
Family Services.
Needed Skills:
Professional communication skills, sound case management skills, appropriate
writing/documentation skills; computer literate; ability to work
independently and in a team environment; familiar with community resources;
flexible and able to adapt to change in a progressive work environment; D.C.
resident and BA/BS/BSW degree (In human services area), a plus, but will
consider a qualified HS Diploma/GED applicant. Must be able to clear a DC
police background check, the Federal Child Abuse Registry and Drug Testing.

Description: Per
school year, work intensely with 30 youth and their families identified by
the Superior Court that attend Walker Jones Elementary School to reduce
truancy, increase parental involvement, and increase youth academic and
social performance in school. Coordinate Family Group Conferences, conduct
weekly home visits and monitor service plans; Provide appropriate referrals,
advocate and follow up on all needed services. Work with the Superior Court
Judge and Court Liaison weekly to triage issues directly related to the
school and truancy. Engage the School personnel to assist with providing
appropriate support, training and outreach to teachers and administrators.
This position is supervised by the Clinical Director of Family Services.
Needed Skills:
Knowledge of DCPS, CFSA and Superior Court Truancy Court procedures. Strong
advocacy skills, professional communication skills, sound case management
skills, appropriate writing/documentation skills; computer literate; ability
to work independently and in a team environment; familiar with community
resources; flexible and able to adapt to change in a progressive work
environment; BA/BS/BSW degree (In human services area) required, however,
MSW and D.C. resident, a plus. Must be able to clear a DC police background
